$Power=\frac{Workdone}{Time}=\frac{Force\times distance}{Time}=Force\times Velocity$
$\Rightarrow$$P=F\times v$
Power of Avinash $=P_A=F_A\times v_A=10\times 8=80W$
Power of Kapil $=P_K=F_K\times v_K=25\times 3=75W$
So, Avinash is more powerful than Kapil, because he does more work against the frictional force than kapil.
