It means the rickshaw took $\frac{5}{8}$ and the car took $\frac{3}{8}$ of the total time i.e., the ratio of time taken by rickshaw to car is 5: 3.
So the ratio of distances covered by rickshaw to car is
$5\times 12:3\times 20\Rightarrow 1:1$
