Humans are more evolved cannot be simply answered on the basis of complexity. It means that its not always necessary that if an organism is more complexed than it is more evolved.
So complexity isn't a measure of "most evolved".
Humans and bacteria have both been evolving for the same 4 billion years.
Bacteria spent the time evolving characteristics that made them very hardy in almost any environment.
Both are well adapted to the ecological niches they exist in.
