Consider capacity of each balloon = n1 moles
Total moles of gas =n2 moles
From PV=nRT (R=0.0821LatmK-1mol-1)
n1 = 0.162 moles
n2 = 3.25 moles
Number of balloons that can be filled = n2/n1
= 3.25 / 0.162
= 20
therefore 20 balloons can be filled.
