The conclusion made by Sam is correct, air occupies space. This can be easily understood by comparing the size of balloon, that is the size of a deflated balloon is much small as compared to the size of the same balloon when it is inflated with air. Also if we measure the weight of a deflated balloon and compare it with the weight of the same balloon when it was inflated with air then the weight of the inflated balloon will be more. Inflated balloon has air in it so from these two observations we can conclude that air occupies space and hence Sam's conclusion is correct.
