After the Regulating Act of 1773, the Bengal Presidency began supervising the Madras and Bombay Presidencies. They were independent administrative units prior to this Act. The Governor of Bengal became the Governor-General of all Indian territories. He could issue orders and exercise control over Bombay and Madras Presidencies as well. Thus, the Madras and Bombay Presidencies could not act independently.
