There are two main communities in Belgium. They are the Dutch speaking who constitute 59% of the population and the French speaking who constitute 40% of the population. In addition, there is a small German speaking minority who constitute 1% of the population.
Belgium's government is based on power sharing between the Dutch and French communities. According the Belgian constitution,
1. The number of Dutch and French speaking ministers will be equal in the Belgian government.
2. The two regions of Belgium have been given many local government powers by the central government.
