Biradial symmetry and lack of cnidoblasts are the characteristics of:
Ctenoplana and Beroe
Biradial symmetry and lack of cnidoblasts are the characteristics of Ctenoplana and Beroe which belong to the phylum Ctenophora.
A cnidoblast is a stinging cell which shoots out a nematocyst or stinging organ when stimulated. Cnidoblasts define the phylum Cnidaria. Aurelia (jellyfish), sea anemone and Hydra belong to this phylum.
Starfish belongs to a much more advanced phylum, Echinodermata, and Paramecium belongs to a different kingdom altogether, i.e. Protista.
