A neutron moderator is a medium that reduces the speed of fast neutrons, thereby turning them into thermal neutrons capable of sustaining a nuclear chain reaction involving uranium-235 or a similar fissile nuclide. Control rods are used in nuclear reactors to control the fission rate of uranium and plutonium. They are composed of chemical elements such as boron, silver, indium and cadmium that are capable of absorbing many neutrons without themselves fissioning. Because these elements have different capture cross sections for neutrons of varying energies, the composition of the control rods must be designed for the reactor's neutron spectrum.
Moderator is the material in the core which slows down the neutrons released from fission so that they cause more fission. It is usually water, but may be heavy water or graphite. Boron is used as control rods.
