if you hold a plastic comb and rub it in your hair it gets charged however if you do the same in metal comb it wont get charged but if the metal comb has a plastic handle and you hold it from the handle, it will also get charged. why?

Metals are the conductor therefore charge get transferred from the metal comb to out body(small amount of charge).
But when metal comb has plastic or insulated handle, charge do not get transferred and metal comb gets charged.
