Distance covered in 4 steps = 1m.
Distance covered in each step = $\frac{1}{4} m$

Distance covered by Bunty in the first step = $\frac{1}{4}$ m
Distance covered by him at the end of second step = $\frac{1}{2}$ metres

Hence, Bunty covers a distance of $\frac{1}{2} m$ in 2 steps.
