S.P. = Rs. 216 and loss percent = 4%
$\therefore$ The CP = $=\frac{100}{(100-loss\%)}\times sp$
$=\{\frac{100}{(100-4)}\times 216\}=\{\frac{100}{96}\times 216\}=Rs.225$
Now the C.P. = Rs. 225 and the desired gain % = 12%
$\therefore$ The S.P.=$=\frac{(100+gain\%)}{100}\times C.P.=Rs.\{\frac{(100+12)}{100}\times 225\}=Rs.(\frac{112}{100}\times 225)=Rs.252$
Hence the shopkeeper should sell the T-shirt for Rs.252
