We have,

Product of two numbers $= \frac{- 15}{28}$
one of the numbers $= \frac{- 5}{7}$
$∴$ The other number = product of the numbers $\div$ given number
$= \frac{- 5}{7} \div (\frac{- 15}{28}) = \frac{- 5}{7} \times \frac{28}{- 15}$
$= \frac{(- 5) \times 28}{7 \times (- 15)} = \frac{1 \times 4}{1 \times 3} = \frac{4}{3}$
