For district A,

Total population$\left(\frac{N^{P}x}{1000}\right)=1+3+2=6$

Total death$=90$

$\therefore CDR=\frac{90}{6}$(per $1000)=15$

For district B

Total population$=2+7+1=10$

Total death$=145$

$\therefore CDR=\frac{145}{10}=145$

CDR of B $<$CDR of A

$\therefore B$ District is more healthy
