So, ionic form is [Co(C2O4)2(NH3)2].
Since, NH3 is a neutral ligand. So, charge on NH3 = 0
C2O4 is a negative ligand. Change on C2O4 = -2

Now, suppose oxidation state of Co is x.
So, x+2×(2)+2×0=1x4=1x=+3.
So, correct answer is option D.
