If ph is 4 it means it is a weak acid and if 10 it's a strong Base
Acid Base
Va=100 vb=200
Na=10power-4 nb=10power-4
N=vbnb-vana/va+vb
=200×10^-4-100×10^-4/300
=0.3×10^-4
By applying log we will get poh=4.5229
As we know ph+poh=14
Then ph=9.4771
