No, the difference in potential between two electrodes can be measured only. As the oxidation or reduction cannot occur alone. So, standard electrode is taken to measure electrode potential of any electrode.

$H^{+}\left(aq\right)+2e^{-}\rightleftharpoons H_2\left(g\right)$

Standard electrode = Hydrogen electrode
