Can electrostatic potential at a point , be zero, while electric field at that point is not zero ?

Yes electrostatic potential at a point be zero and electric field is not zero because potential is scalar quantity while electric field is vector. For eg. two charges positive and two negative are placed at four corners the potential at centre will be zero but electric field will not be zero.
