can i define dielectric as , 'they are insulators which do not have charges for conduction of electricity' ?

Dear Student ,
We can not say that insulators are only dielectric .
all the material are dielectric but they have different
dielectric constant as metal has infinite dielectric constant
means it totally conduct .
dielectric constant is the relative permitivity with respect to
vaccum which is of unity dielectric constant.
