The essential thing required for rusting is atmospheric oxygen.
In distilled water, it will readily absorb oxygen from the atmosphere, and hence rusting of iron will take place.
$4 F e + 3 O_{2} + 2 x H_{2} O ⟶ 2 {F e}_{2} O_{3} . x H_{2} O$
