Can Velu read Tamil and English? How do you know?

Velu cannot read English but can read Tamil. We get to know this as Velu looked up at the huge sign boards but was unable to read or know what it meant. On the other hand Velu was able to read the ‘Central Jail’ sign as well as the wedding invitation which was written in Tamil.
