Yes, Water can be converted into water vapour by the process called vaporization.

• In the case of vaporization either by increasing the temperature or by decreasing the pressure the liquid phase gets converted into vapours.

When we increase the temperature or decrease the pressure the gaseous molecules get more kinetic energy, and hence the bond between them breaks down, and they started to move here and converted to the gaseous phase.
