Yes. There is something called as sectional breathing that can be done with conscious effort. The principle is to divide the lungs into three parts and breathe using the three parts of the lungs separately. In the first level (which is popularly called ‘abdominal breathing’), it is possible to not move the ribs and yet move the diaphragm only to breathe. The lungs would expand only downwards and not laterally. This would not need the ribs to expand. Only in the next two levels (thoracic and clavicular breathings), rib movement would be necessary.
Ribs move only when necessary, and not irrespective of its need. In our normal breathing cycles, we breathe such that rib movement becomes necessary (normally, we do thoracic breathing); and that’s the reason we popularly believe that rib movement is integral to respiration. That’s all.
