No, we cannot say that industries in cooperative sector are both basic as well as consumer industries.
Cooperative sector industries are owned and run by the producers or suppliers of raw materials, workers or both. It is an autonomous association. The resources are pooled and profits or losses are distributed equally such as the sugar industry in Maharashtra, the coir industry in Kerala, Amul India etc.
