The first thing to be noted is that percentages are fractions out of hundred.

That means,10% means 10/100 =0.1

45% means 45/100 =0.45.

In the above problem.It is said that price of potato is 60rs. and it is given that price of onion is 10% of that of potato.This means that "if price of potato is 100,then price of onion is 10"

Here,price of potato is 60rs.

To find the price of onion,we just need to multiply price of potato with 10% . That is 10/100.

So price of onion = 60× (10/100) = 6 rs.

Like that,to solve this kind of problems,we just need to find the corresponding fractiof of given percentage(as shown above) and just multiply the fraction with the given value(in the above problem,the given value is the price of potato).
