Centrifugal force is not a force. When an object is constrained to rotate around a point, a force acts towards the centre of the orbit. This is called centripetal force. This force acts directly towards the centre of the circle around which the object rotates. To balance this force the concept of centrifugal force has come into place, which acts in the opposite direction of the centripetal force. As per Newton's 3rd law of motion, the force of action and reaction occur on two different bodies. In this case, centripetal force and centrifugal force act on the same body. So centrifugal force is not the reaction to centripetal force.
