Solution

a) Chandra is an x-ray telescope operating in space and revolving around the earth. It picks up x-ray radiations and helps to study the universe.
b) On setting up a telescope outside the Earth's atmosphere, the effects of absorption and refraction of the Earth's atmosphere can be eliminated. Thus, it helps in providing a clear observation of the Universe. Also the Earth's atmosphere absorbs many parts of the electromagnetic spectrum such as x-rays, infrared rays etc.
