Charges in static condition don't create electric shock in organisms. But charges in moving condition do create electric shock in orgainsms. Why is so

To experience a shock, charge needs to flow from our body. A static chage remains at the surface and doesnt pass thorugh our body and hence we do not experience any shock. But a moving charge passes through our body and goes to earth, hence completing the circuit and producing current which gives us a shock.
