Find the ratio of first two and last quantities:
Ratio of first two terms
$2\frac{1}{2}÷5\frac{1}{2}=\frac{5}{2}÷\frac{11}{2}=\frac{5}{11}=5:11$

Ratio of last two terms $=\frac{3.0}{6.0}=\frac{1}{2}=1:2$
Since the Ratio of $2\frac{1}{2}$ and $5\frac{1}{2}\ne$ Ratio of $3$ and $6$
Hence, the given quantities do not form a proportion.
