Two ratios forms proportion if their lowest terms are exactly same.

Given ratios are 14:4 and 18:6

Lowest term of ratio 14:4 is obtained by dividing both term by their HCF 2

14:4=144=72

Lowest term of ratio 18:6 is obtained by dividing both term by their HCF 6

18:6=186=31

Since lowest term for both given ratios are not same.

Hence, ratios 14:4 and 18:6 do not forms proportion.
