Two ratios forms proportion if their lowest terms are exactly same.

Given ratios are 4:6 and 12:18

Lowest term of ratio 4:6 is obtained by dividing both term by their HCF 2

4:6=46=23

Lowest term of ratio 12:18 is obtained by dividing both term by their HCF 6

12:18=1218=23

Since lowest term for both given ratios are same.

Hence, ratios 4:6 and 12:18 forms proportion.
