VINEGAR isn’t a substance, thus it has no chemical name, IUPAC or otherwise.
The substance which gives vinegar its acidity, on the other hand, is called ACETIC ACID, as LLDavis said.
Acetic acid belongs to the category of IUPAC RETAINED NAMES, that is, the older nonsystematic names that have been accepted in the IUPAC nomenclature for historical reasons, instead of the systematic ones.
“Ethanoic acid” is an acceptable name but “Acetic acid” is the recommended one.
