When Sulphur dioxide reacts with chlorine water, the follwing reaction takes place:

$S{O}_2$ $+$ $C{l}_2$ $+$ $2H_{2}O$ $⟶$ $HCl$ $+$ $H_{2}S{O}_4$

This is due to the reducing nature of Sulphur dioxide which react with water to form Nascent Hydrogen [$H$].

The green color of chlorine water gets change to colorless.
