When Sulphur dioxide reacts with chlorine water, the follwing reaction takes place:
SO2 + Cl2 + 2H2O HCl + H2SO4
This is due to the reducing nature of Sulphur dioxide which react with water to form Nascent Hydrogen [H].
The green color of chlorine water gets change to colorless.
