In the Tokyo Conference of March 1942, it was agreed that the Indian National Army would be formed under the command of the Independence League. These plans were endorsed at the next conference in Bangkok held in June 1942. They decided to form a Council of action to carry out all the necessary action for India’s independence, and the Indian National Army was formally set up on 1 September 1942. Captain Mohan Singh was set to lead the INA, and Rash Behari Bose was appointed as the President of the same.
