In general anti-staggered is more stable than gauche because the bulky groups are far apart as possible but here in gauche conformer −OH group forms a hydrogen bonding with F atom which make it more stable than anti-staggered conformer.
In fully eclipsed conformation F and OH groups are so lose that the steric strain is maximum. Hence, this conformation unstable than partial eclipsed conformer.
