Question tags convert statements into questions, in order to confirm the statement. When the sentence is positive, the question tag is negative, and vice versa.
The question tag is formed with the auxiliary verb used in the sentence, followed by the pronoun that refers to the subject: aux. verb + subject pronoun
(If the subject is a noun, then the pronoun for the subject is used in the tag.)
In the given sentence, 'He' is the subject and 'did not build' is the verb phrase. The tag formed is positive.
So, the question tag formed is: did (auxiliary) + he
This can be seen in option D, hence it is correct.
Option A contains a sentence different in meaning. The given sentence is negative whereas in Option A it's positive. This changes the meaning of the sentence.
Similarly, option B also does the same, the statement has changed to affirmative. Also, the question tag 'did he' is also positive. So, this sentence is grammatically incorrect.
Option C contains a negative question tag: 'didn't he'. Also, both statement and tag are negative. As the rule says, a negative statement is followed by a positive tag.
