Paramagnetic is due to the presence of at least one unpaired electron in the molecule.

ClO2 is paramagnetic as it has an odd number of electrons. Cl has 17 and O2 have 16 electrons. Total is 33 which is odd So 32 electrons are fill in the orbitals and 1 electron is unpaired which is more unpaired electrons in orbitals then that will show paramagnetic.

So, due to 1 unpaired electron ClO2 is paramagnetic
