Definition of non-metals: The elements which form negative ions by gaining or accepting electrons are called non-metals.
Non-metals are called electronegative elements because they tend to gain electrons and form an anion(-ve ion). They have an affinity towards electrons.
The negatively charged electron converts it into an electronegative element.
For example, Chlorine(Cl) has electrons in its outer shell, and thus it can gain electron to be stable. For this, this is an electronegative non-metal.
