Rest and motion are relative terms.
It means an object can be at rest with respect to one reference and at the same time, it can be in motion with respect to some other reference.
For example, a person sitting in a moving train is at rest with respect to his fellow passengers. On the other hand, he is in motion with respect to a person standing on the platform.
