In order to compare numbers, the number with more digits is always greater than the number with less number of digits and if the two numbers have same number of digits, we compare from the left most place until there are unequal digits.

In the given pair first two digits from the left is same for both the numbers but if we compare the third digit from the left we get, 1<2.
