China and Japan were important east Asian empires during the mediaeval period.
China was ruled by the Tang Dynasty where the emperor was supreme authority. Japan also had an emperor who had most powers.
But there was a stark difference between the administrative policies of both empires. In China, state officials were selected after conducting competitive examinations based on education and excellence. But in Japan, administration was done by the feudal lords known as Shoguns. They also controlled lands. Under Shoguns, Tokyo emerged as the centre of power in Japan.
