LCM of 9, 12, 18, 3 is 36.
Using LCM make the denominator equal.

49 = 4×49×4 = 1636

512 = 5×312×3 = 1536

718 = 7×218×2 = 1436

23 = 2×123×12 = 2436

Among 1636, 1536, 1436 and 2436;
1436 is greatest and 2436 is smallest.
