We use the present perfect tense to describe an action that stopped recently in the past or for a finished action that has an influence on the present. The given sentence describes such an event, so it will be in the present perfect tense.The syntax for present perfect is :-has (with singular subject) / have ( with plural subject ) + verb in its third form (V3).
