The level will rise because of osmosis


20% sugar solution would mean 80% water, while 40% sugar solution would mean 60% water. This would meant that there is a higher concentration of water in the petri dish, and therefore, water would move into the potato, thereby causing the level of the water in the scooped out portion to rise. Since it is the movement of water molecules through the cell membrane (which is semipermeable, the process involved would be osmosis.
