Work done is dependant on frame of reference. Work done is simply the dot product of force and the displacement of point of application of force. So for a person outside the bus, the point of application of force(which here is the contact between the person who is pushing and the bus) is moving with the same velocity as that of the bus. So work is being done. But from the frame of reference of the person inside the bus, the point of application of force is at rest, so no work is being done.
