In chair conformers of cyclohexane there will be 1, 3 diaxial interaction which will reduce the stability of the conformer. Thus, bulky groups at axial position will destabilise the conformer, and group at equatorial position has less interaction so bulky groups at equatorial position pave the ways for the stability of conformers.
In (I), both CMe3 and CH3 are at axial position so it is least stable.
In (IV), CMe3 at axial position and CH3 at equatorial position so it is stable than (I).
In (II), CMe3 at equatorial position and CH3 at axial position so it is stable than (IV).
In (III). both CMe3 and CH3 are at equatorial position so it is the highest stable conformer.
Hence, the order of stability of conformer is
III>II>IV>I
