In the circuit $V_{i}$ is the input voltage and $I_{0}$ is the output current. Now, $V_{i}$ induces a current $I_{1}$ in the circuit and
$I_{1} = \frac{V_{i}}{R_{1}} = I_{0}$
Thus, $I_{0} \propto V_{i}$
Hence, it is voltage controlled current source.
