When a comb is moved through dry air, charge transfer takes place between the comb and the hair and so the comb becomes electrically charged.
Electric field lines of force always originate at the positive charge and terminates at the negative charge, so they do not form closed loops whereas magnetic field line of force always form a closed loop.
So, both statements are correct.
