Rotation of fluid is always associated with shear stresses. When the particles of fluids rotate, there is some torque acting on them which results in shear stresses which are eventually associated with viscous forces. In case of irrotational motion, there is no torque and hence there is no shear stress and thereby viscous force are zero, which is true for ideal fluids. Thus ideal fluid flow is sometimes called as irrotational flow.
