Article 16(3) It confers the power on the Parliament to provide, by law, residence as a qualification in cases of certain classes of employment under the State.
For example, if an individual who is a resident of six backward districts of Hyderabad-Karnataka region, he/she can be provided reservation for state jobs in Karnataka, under Article 371-J. This qualification can be prescribed only by the Parliament with regard to States and not Union appointments
